that turkey has now asked the u.n. security council to take, quote, necessary actions against syria to stop these kind of attacks. it's interesting that that alliance meeting was called under article 4 of the nato charter as you know an attack by one is an attack by all under article 5 of that charter. it's significant that turkey has not yet invoked article 5. but, again, syria crossed the line with this mortar attack into turkish civilian areas. just as they did when they shot down a turkish fighter jet in international waters earlier this year. >> we are outraged that the syrians have been shooting across the border. we are very we getful about the loss of life that has occurred on the turkish side. we are working with our turkish friends. i will be speaking with the foreign minister later to discussion what the best way forward would be. >> so, shepard, at this late hour tonight, it's not clear where all of this is heading. >> of course, jennifer, we all know the nightmare scenario is that what is happening in syria becomes a regional conflict, not that that's begun, it certainly hasn't

with syria and they assure us also through the u.n.'s special envoy for syria mr. lakhdar ibrahimi that it is a tragic incident, such incidents will not be repeated in the future. scuffles outside the turkish parliament in ankara, only a few protested, but many turks fear war erupting with their neighbor. once a friend, now deemed an enemy. inside the chamber, m.p.s granted the government powers to send troops over the border but that looks unlikely. by this evening the syrians had done exactly what the russians asked. inside syria, the war grows ever more bitter. neighboring countries and world powers have picked sides and are providing arms and other support, but as the u.n. security council meets tonight to discuss a resolution on yesterday's shelling, it's clear that no-one, least of all turkey and syria, wants the war to pill over the border. >> woodruff: for more on this i'm joined now by henri barkey-- a specialist in turkish affairs and a former state department official in the clinton administration. he now teaches at lehigh university. and hisham melhem, washington bureau

warning world leaders that iran is very close to building nuclear weapons. in his speech to the u.n. general assembly on the threat posed by iran making headlines across the globe. leland vittert is live in jerusalem with reaction there. leland? >> reporter: gregg, the most interesting thing here is this is the first time the israeli prime minister has really laid out what would bring about an israelly strike. the first time there has been a true threat made. it is on the front page of every newspaper here. here it says the red line, spring 2013. when he did up at the u.n. draw that red line it was at the 90% mark, meaning right before iran began work on a nuclear bomb, when it completed the enrichment process. that was definitely a movement of the timeline. there had been a lot of talk about a possible strike sometime before the u.s. election. the speech at the united nations seems to have pushed that off a little bit. the prime minister made a very tough case against the iranians for supporting hamas and hezbollah, both organizations that used suicide bomb attacks around the world
